Benefit Cost Analysis (BCA):
BCA is the method by which the future benefits of a mitigation project are determined and compared to the total cost of the project. The result is a Benefit-Cost Ratio (BCR), which is derived from a project's total net benefits divided by its total cost. The BCR is a numerical expression of the cost-effectiveness of a project. Composite BCRs of 1.0 or greater have more benefits than costs, and are therefore cost-effective. To assist Applicants and Sub-applicants, FEMA has prepared the FEMA Mitigation BCA Toolkit CD. Please contact the PDM coordinator at (803) 737-8500 with your full mailing address and a disk will be mailed to you.
When a complete application is submitted to the state for processing, please email a final MS Excel BCA program to the above address.
