Directions to EMD
The Director's Office
The Director and his executive staff are responsible for maintaining
oversight of the state's preparedness, response, recovery and mitigation
activities to include the daily management of the division. The Director's
Office is also responsible for the state's coordination efforts with emergency
management personnel at the local and national levels. His office
also monitors legislative issues that may have an affect on the state's
emergency management program.
Public Information
The public information section is responsible for all internal and external
communications. Public education on emergency management issues such
as mitigation and safety also is an important public information function.
Preparedness and Recovery
Is responsible for the development, coordination, and maintenance of the
South Carolina Emergency Operations Plan, Hurricane Plan, Earthquake
Plan, and selected other natural hazard plans. This section also is
responsible for the training of emergency planners and response personnel
at the state and county levels as well as the development and execution
of state emergency management exercises. It provides technical assistance
at all levels for planning, training, and exercises. It is also responsible for the
state’s mitigation, individual assistance, public assistance,
and risk assessment programs.
Response and Operations
Is responsible for the maintenance and operation of the State Emergency Operations Center (SEOC) and the State Warning Point (SWP), which is operational twenty-four hours a day. It develops and updates the standard operating procedures used to coordinate the state’s response to emergencies. It manages the
Regional Emergency Management program. Regional emergency managers and coordinators are SCEMD personnel that work with counties within the six emergency management regions of the state to provide information, technical assistance, and support. It manages the Fixed Nuclear Facility Program which insures through planning, training and exercises that citizens living close to these facilities will be protected if an incident occurs. It has primary responsibility for facility management to include building systems maintenance, communications, automated systems, safety and logistics. It oversees development and implementation of technical communications systems that support emergency management operations on a statewide basis. It manages the statewide Weapons of Mass Destruction exercise program. And, it coordinates integration of the principles of the National Incident Management System (NIMS).
Is responsible for planning and coordination of consequence response activities
focused on incidents involving agents of mass effect and terrorism.
The CIMG will assist SCEMD's preparations to deal with the consequence
management related functions following a critical incident. The Federal
Bureau of Investigation and the SC State Law Enforcement Division will
handle the crisis management aspects of a terrorist event.
Administrative Services
Is responsible for fiscal operations, grants administration, personnel
administration, maintenance of the fleet and facility, communications
and automation systems.
